Mr Universe is better explained in the novelization of the movie. The novel was made from one of the earlier drafts of the script. So like many issues people have with the movie, Joss had more in there, but had to cut it due to time.
FYI: Mr Universe met Wash in pilot school, he hacked his way to first in the class without ever flying. Which is why in the episode Out of Gas we learn that Wash is 2nd in his class. Now we know why. *S*
